National attention: in 2016, the state issued 7 policies to standardize the lead-acid battery industry

In recent years, with the strengthening of environmental protection supervision and the problems of pollution in the production and recycling of lead-acid batteries, the state has successively issued 7 policies in the past 16 years to regulate the lead-acid battery industry. In this issue, the electric vehicle industry focuses on sorting out and releasing important policies issued by the state for your reference.


01 "Technical Policy for Pollution Prevention and Control of Waste Batteries"


In 2003, the "Technical Policy for Pollution Prevention and Control of Waste Batteries" was promulgated, which for the first time clarified the requirements for lead-acid batteries from production-recycling-disposal. In terms of pollution and prevention of waste lead-acid batteries, this measure stipulates that waste lead-acid batteries should be managed as hazardous waste and that the recycling and dismantling of waste lead-acid batteries should be carried out in special facilities. In the process of recycling and dismantling, plastics, lead plates, lead-containing materials and waste acid should be recycled and treated separately.



02 "Cleaner Production Standard Waste Lead-Acid Battery Recycling Industry"


In November 2009, the Ministry of Environmental Protection promulgated the "Cleaner Production Standard Waste Lead-Acid Battery Recycling Industry". Clear and specific requirements are put forward for the collection, transportation, reproduction and comprehensive utilization of waste lead-acid batteries. At the same time, the state will also introduce incentive policies in the following two aspects to guide the healthy development of the industry. 1. Formulate preferential economic policies to encourage manufacturers to adopt advanced non-polluting secondary lead technology, and promote the sustainable development of China's secondary lead and lead-acid battery industry; 2. Encourage secondary lead companies to improve their equipment and strengthen the secondary lead industry and batteries cooperation between industries.


03 "Technical Policy for Pollution Prevention and Control of Waste Batteries (Draft for Comment)"


On February 16, 2016, the Ministry of Environmental Protection issued the "Technical Policy for Pollution Prevention and Control of Waste Batteries (Draft for Comment)". The core is: increase the recovery of lead. This is the first revision of the policy 13 years after it was issued. The "Draft" pointed out: By 2017, the comprehensive utilization rate of resources in the recycling process of waste lead batteries will reach over 90%, the total recovery rate of lead will reach over 98%, and the discharge of lead pollutants in key areas will be reduced by 20% compared with 2007; In 2020, promote the formation of a national lead resource recycling system to further reduce the discharge of lead pollutants.


04 "Administrative Measures for Hazardous Waste Business License (Revised Draft)"


In 2017, the "Measures for the Administration of Hazardous Waste Business Licenses (Revised Draft)" was promulgated, which clearly stipulates that units engaged in the collection, storage, utilization and disposal of hazardous wastes within the territory of the People's Republic of China shall, in accordance with the provisions of these Measures, receive hazardous wastes. Business licenses and the conditions and procedures for applying for hazardous waste business licenses, strengthen the supervision and management of business activities for the collection, storage, utilization and disposal of hazardous wastes, and prevent hazardous wastes from polluting the environment.


05 Action Plan for Pollution Prevention and Control of Waste Lead Storage Batteries


In January 2019, the Ministry of Ecology and Environment and other nine ministries and commissions jointly issued the Action Plan for Pollution Prevention and Control of Waste Lead Storage Batteries. The "Plan" focuses on rectifying the environmental pollution caused by the illegal collection and treatment of waste lead-acid batteries, implementing the extended producer responsibility system, and improving the standard collection and treatment rate of waste lead-acid batteries. By 2020, lead-acid battery production enterprises will realize the standardized collection rate of waste lead-acid batteries by implementing the extended producer responsibility system to 40%; by 2025, the standardized collection rate of waste lead-acid batteries will reach 70%; all the waste lead-acid batteries collected in a standardized manner will be safely used and disposed of .


06 "Technical Specifications for Recycling of Waste Lead-Acid Batteries"


In April 2019, the State Administration for Market Regulation and the National Standardization Administration officially approved the release of the national standard "Technical Specifications for Recycling of Waste Lead-Acid Batteries". It stipulates the treatment methods and management measures for the collection, storage, transportation and transfer of waste lead-acid batteries, which is conducive to standardizing the recycling and utilization of waste lead-acid batteries by production enterprises, preventing secondary pollution, and regulating the overall waste battery recycling industry. Development plays an exemplary role. This also means that the waste lead battery recycling industry has officially entered the road of "compliance".


07 "Interim Measures for the Administration of Recycling and Utilization of Lead-acid Batteries"


In August 2019, the state promulgated the "Interim Measures for the Management of Lead-acid Battery Recycling and Utilization (Draft for Comment)" to implement the lead-acid battery recycling target responsibility system, and encourage lead-acid battery manufacturers and waste lead-acid battery recycling enterprises to form a consortium to complete the recycling target responsibility. By the end of 2025, the standardized recycling rate should reach more than 60%, and the state will adjust the recycling target in a timely manner according to the development of the industry.


In summary, the state is paying more attention to the development of the lead-acid battery industry. Under the guidance of national policies, the lead-acid battery industry is moving in a positive direction of environmental protection and standardization, although lithium batteries are now inhibiting the development of lead-acid batteries to a certain extent. , but these policies and regulations are leading the lead-acid battery industry to the road of high-quality development.
